Use of Force

- Functionally independent grievance mechanism (Jan)
- Based on UN Guiding Principles on Business and Human Rights “a grievance mechanism can only serve its purpose if the people it is intended to serve know about it, trust it, and are able to use it.”
- Administered by town manager
- Clearly established policies and complaints
- Allow for anonymous filing if preferred
- Publicized bt the city
- Solicit input from public about the grievance mechanism
- Legitimate, accessible, predictable, equitable, transparent, rights-compatible, source of continuous learning
- Caution with language and incorporating positive feedback (Emily)
- Considering the officer who was charged with assaulting an elder woman recently – how does this help us understand use of force and grievance processes
- Is the DA process enough for citizens with grievances?
- How would a grievance process have credibility and good standing with the public?

- Potential recommendation ideas: police academy to educated citizens about the PD, training for Rockland citizens to report crime
