INTRODUCTION
The City of Rockland invites and welcomes proposals to coat two Secondary Clarifiers. Please take the time to carefully read and become familiar with the proposal requirements. All proposals submitted for consideration must be received by the time as specified above under the “SUBMISSION DEADLINE.”
PROJECT AND LOCATION
The proposal is being requested for the coating of RPCF’s Secondary Clarifiers. The location is at the Rockland Pollution Control Facility at 40 Tillson Ave., Rockland, ME.
PROJECT COMPLETION DATE
- Project shall be completed the week of June 4, 2024.
DESCRIPTION OF WORK:
- Two secondary clarifiers
- Diameter: 55 ft. each
- Specifics:
- Prepare surfaces. Power wash the interior concrete walls, floor, and all steel work to remove all loose and failing rust paint and dirt.
- Power jet blast the concrete walls and steel to an SP10 on the steel and CP 2 on the concrete. Including the rake arm, center well, and center well components.
- Coat surfaces. Apply at least two coats of SW Sher Tar to the steel and walls at 6-8 mils dft per coat.
- Clean-up during and after project is completed.

PROPOSAL SELECTION CRITERIA
Only those proposals received by the stated deadline will be considered. All proposals, submitted by the deadline, will be reviewed and evaluated based upon information provided in the submitted proposal. In addition, consideration will be given to cost and performance projections. Furthermore, the following criteria will be given considerable weight in the proposal selection process:
- Bidder’s performance history and alleged ability to timely deliver proposed services.
- Bidder’s ability to provide and deliver qualified personnel having the knowledge and skills required to effectively and efficiently execute proposed services.
- Overall cost effectiveness of the proposal.
Agency or entity shall be fully insured.
The City of Rockland shall reserve the right to cancel, suspend, and/or discontinue any and all proposals at any time they deem necessary or fit without obligation or notice to the proposing bidder/contractor.
