    The City of Rockland comprehensive plan serves as a guide to development and as a basis for organizing and coordinating land use patterns.  The Plan examines the present condition of Rockland, projects the possibilities of the future, and formulates strategies and policies to accomplish the goals set forth by the citizens of the City of Rockland.
